WEAKER STEERING FLOWS SLOWS DOWN PRAPIROON (HENRY) AS
IT MOVES CLOSER TO HAINAN-WESTERN GUANGDONG AREA...
WESTERN LUZON (PHILIPPINES) NOW FREE FROM ITS EASTERN
OUTER BANDS AND THE SOUTHWEST MONSOON.

+ FORECAST OUTLOOK: PRAPIROON may still intensify before
making landfall between Hainan & Western Guangdong late
tonight approx. 10 PM HK time. The cloud-filled eye shall
pass in between the cities of Haikou, Hainan and Zhan-
jiang, China early tomorrow morning (Fri Aug 4) and shall
move across the Gulf of Tonkin. PRAPIROON's last & final
landfall is forecast around early Saturday morning, bet-
ween 2 to 3 AM (Aug 5) in the vicinity of Northern Viet-
nam, near the Vietnam-China border. It shall weaken &
dissipate rapidly while moving across the landmass of
Northern Vietnam early Sunday morning (Aug 6) - passing
about 30 km North of Hanoi

+ EFFECTS: PRAPIROON's Core (Eye+EyeWall) is just a few
hundred kilometers to the coast of Hainan-Western Guang-
dong area. Its inner bands are now spreading across Eas-
tern Hainan & the coastal areas of Western Guangdong in-
cluding Hong Kong & Macau, while the outer bands covers
the rest of Hainan & Guangdong Province & the Gulf of
Tonkin. These bands may bring cloudy skies with moderate
to heavy rains accompanied with winds reaching 75 kph or
more. Residents living along the river banks, steep moun-
tain slopes and low-lying areas are advised to stay alert
and foresee evacuation in case of possible flashfloods
and mudslides. Coastal Storm Surge flooding of 4 to 5 feet
above normal tide levels...along with large and dangerous
battering waves...can be expected near and to the north
of where the center makes landfall in Hainan-Western
Guangdong area. Increasing strong winds accompanied with
very heavy rains can be experienced over the Western-most
Guangdong Province beginning today as PRAPIROON's core
(Eye+EyeWall) approaches

+ CURRENT MONSOON INTENSITY: The enhanced Southwest (SW)
Monsoon is no longer affecting Western Luzon...now well
off the South China Sea along the easternmost side of
Prapiroon's outer bands.

+ TROPICAL CYCLONE WATCH: The Tropical Disturbance (LPA/
98W/1004 mb) near the Island of Yap in the Carolines has
been relocated farther to the WSW. Based on the new NOAA
Satellite Analysis, the disturbance was last located well
within the PAR or about 710 km ESE of Surigao City (8.8N
131.9E)...moving West slowly with max sustained winds of
30 km/hr. This disturbance will be closely monitored for
possible development into a significant Tropical Cyclone
within a day or two. Kindly click here to view the latest

^THE STORM TRACK INITIALLY TURNED MORE POLEWARD AS A MID-
TO UPPER-LEVEL TROUGH OVER CHINA WEAKENED THE STEERING
RIDGE TO THE NORTH OF TY PRAPIROON. HOWEVER, ANIMATED
WATER VAPOR IMAGERY DEPICTS RIDGING BUILDING WESTWARD
AGAIN AS THE MIDLATITUDE TROUGH BEGINS TO LIFT POLEWARD.
THE GLOBAL MODEL FIELDS ALSO DEPICT THE TROUGH LIFTING
POLEWARD OVER THE NEXT 24 HOURS, WITH RIDGING RE-ESTA-
BLISHING NORTH OF THE STORM. THE MOST RECENT SATELLITE
FIXES ALREADY INDICATE THAT THE SYSTEM HAS RESUMED A
WEST-NORTHWESTWARD TRACK TOWARD THE GULF OF TONKIN.
