NORU (16W) regained its Tropical Storm strength overnight as it tracks slowly north-northwestward.

Sailors and Sea Navigators near its path should closely monitor the progress of NORU (16W).

36-HOUR FORECAST OUTLOOK & ANALYSIS*

NORU (16W) is expected to resume a straight Northerly track during the next 24 to 36 hours...On the forecast track, the center of NORU shall be approaching the Kuril Islands early Wednesday as an Extratropical Cyclone.

Maximum Sustained Winds (1-min. avg) are near 65 km/hr (35 knots) with higher gusts. NORU is a Tropical Storm (TS) on the Saffir-Simpson Tropical Cyclone Scale. Additional weakening is forecast during the next 24 to 36 hours.

The following is the summary of the 36-hour forecast outlook on this system:

TUESDAY AFTERNOON:  Downgraded to a Depression, as it nears Extratropical status...about 567 km ESE of Sendai, Japan [2PM SEP 06: 40.1N 148.2E @ 55kph].
WEDNESDAY EARLY MORNING:  Becomes Extratropical...about 123 km South of Kuril Islands [2AM SEP 07: 44.2N 148.5E @ 55kph].
WEDNESDAY AFTERNOON:  Moving away from the Kuril Islands...about 345 km North of Kuril Islands [2PM SEP 07: 48.6N 149.1E @ 55kph].

*Please be reminded that the 2-Day Forecast Outlook changes every 6 hours, and the wind speed forecast error, averages 35 kph per day. Therefore, a turn to the left or right of its future track and changes in its wind speed must be anticipated from time to time.


EFFECTS & HAZARDS SUMMARY

NORU's (16W) disorganized circulation spreading across the open waters of the Western Pacific. Below is the summary of the storm's parts and its hazards affecting specific areas:

RAINBANDS - over water (Western Pacific Ocean)...not affecting any islands or major land areas. Tropical Depression Conditions w/ moderate to strong winds (25-61 kph) will be expected along these bands (click here to know more about Rainbands).
24HR TOTAL RAINFALL ACCUMULATION - from 5 up to 20 mm (low rainfall) can be expected along areas affected by the outer & inner rainbands (see above)...with isolated amounts of 21 to 25 mm (low) along areas near the center of NORU. (click to open NOAA's eTRaP graphic).

REMARKS (for Meteorologists): 2 AM (18 GMT) TUE 06 SEPTEMBER POSITION: 36.9N 148.3E.
*TROPICAL STORM 16W (NORU), LOCATED APPROXIMATELY 390 NM
EAST-SOUTHEAST OF MISAWA, JAPAN, HAS TRACKED NORTH-NORTHWESTWARD
AT 06 KNOTS OVER THE PAST SIX HOURS. ANIMATED INFRARED SATELLITE
IMAGERY AND A 051553Z AMSR-E 36 GHZ IMAGE CONTINUE TO DEPICT A
WELL-DEFINED LOW-LEVEL CIRCULATION CENTER (LLCC) WITH NO
ASSOCIATED DEEP CONVECTION. THERE IS HIGH CONFIDENCE IN THE
CURRENT POSITION AND MOTION BASED ON THE EXPOSED LLCC. THE
CURRENT INTENSITY IS BASED ON A 051153Z ASCAT IMAGE SHOWING
30-35 KNOT WINDS NEAR THE CENTER AND A SHIP REPORT, 260 NM
SOUTHEAST, ALSO INDICATING 35 KNOT WINDS. TS 16W APPEARS TO
BE A HYBRID SYSTEM WITH, PRIMARILY, SUBTROPICAL CHARACTERISTICS.
DESPITE RETAINING A COCOON OF DEEP MOISTURE TYPICAL OF A TROPICAL
SYSTEM, TS 16W IS EMBEDDED WITHIN A 500 MB UPPER-LEVEL TROUGH
WHICH IS SUPPRESSING THE FORMATION OF DEEP CONVECTION OVER THE
LLCC. TS 16W HAS CONTINUED TO TRANSITION INTO A SUBTROPICAL
SYSTEM AS EVIDENCED BY THE ASCAT IMAGE WHICH DEPICTS A BROADENING
WIND FIELD WITH A RELATIVELY WEAK CORE OF WINDS (15-20 KNOTS)
SURROUNDED BY NEAR GALE FORCE WINDS, AND BY THE 05/16Z AMSU
CROSS-SECTION THAT NO LONGER SHOWS A MID-LEVEL WARM TEMPERATURE
ANOMALY BUT RATHER A COLD ANOMALY IN THE MID- TO UPPER-LEVELS. TS
16W IS FORECAST TO COMPLETE EXTRA-TROPICAL TRANSITION WITHIN THE
NEXT 24 HOURS AS IT GETS ABSORBED INTO A FRONTAL ZONE, CURRENTLY
LOCATED OVER JAPAN...(
