Super Typhoon JELAWAT (LAWIN) slightly weakens as it moves NW, closer to the Batanes Islands...Outer rainbands affecting and spreading across Cagayan, Isabela and Aurora. This intense typhoon will pass just to the east of Basco, Batanes later today.

Meanwhile, Tropical Storm EWINIAR (19W) located outside of the Philippine Area of Responsibility (PAR), northeast of STY JELAWAT (LAWIN) has accelerated northward, away from Chichi Jima. Its center was located about 281 km NNE of Chichi Jima or 2,280 km NE of Batanes (29.5N 142.4E)...with 1-min. sustained winds of 95 kph near the center, moving North @ 28 kph towards the Northwest Pacific Ocean. 3-DAY FORECAST OUTLOOK & ANALYSIS*

JELAWAT (LAWIN) is expected to continue moving slowly NW to NNW-ward with little change in its forward speed during the next 24 hours...recurving NE-ward through 72 hours. On the forecast track, the core of JELAWAT will just remain over the North Philippine Sea, passing near to the east of the Batanes Group later today...passing just south of Ishigaki Jima on Friday afternoon. This system will be passing very near Okinawa Islands on Saturday afternoon or evening.

Maximum Sustained Winds (1-min. avg) have decreased to 240 km/hr (130 knots) with higher gusts. Continued weakening is expected during the next 3 days as Jelawat moves into lower Ocean Heat Content (OHC) or cooler sea-surface temperatures.

Typhoon Force Winds (118 km/hr or more) extend outward up to 100 kilometers (55 nautical miles) from the center...and Tropical Storm Force Winds (62-117 km/hr) extend outward up to 305 kilometers (165 nautical miles). JELAWAT is a very large-sized tropical cyclone with a diameter of 1,090 kilometers (590 nautical miles) across.

The following is the summary of the 3-day forecast outlook on this system:

FRIDAY MORNING: Just below Super Typhoon strength...starts to recurve after passing well to the ENE of Batanes Islands...about 246 km S of Ishigaki Jima [6AM SEP 28: 22.3N 123.9E @ 230kph].
SATURDAY MORNING: Exits the Philippine Area of Responsibility (PAR)...rapidly accelerates toward Okinawa Islands...weakens to Category 3...about 210 km SW of Kadena Airbase [6AM SEP 29: 25.0N 126.4E @ 195kph].
SUNDAY MORNING: Weakens to a Category 2 Typhoon as it rapidly accelerates toward the NE while passing across the Ryukyus...about 179 km ENE of Amami Island [6AM SEP 30: 28.6N 131.2E @ 165kph].

*Please be reminded that the Forecast Outlook changes every 6 hours, and the Day 3 Forecast Track have an average error of 250 km...while the wind speed forecast error, averages 35 kph per day. Therefore, a turn to the left or right of its future track and changes in its wind speed must be anticipated from time to time.


EFFECTS & HAZARDS SUMMARY

55-KM RAGGED EYE - over water (North Philippine Sea). Possible calm and lull conditions (with <20 kph winds) will be expected inside the eye (click here to know more about the EYE).
EYEWALL - over water (North Philippine Sea)...not yet affecting any land areas. Typhoon Conditions with Typhoon Force Winds (>118 kph) will be expected within this wall (click here to know more about the Eyewall).
INNER RAINBANDS - over water (North Philippine Sea)...not affecting any land areas...but may reach the Batanes Islands later today.. Tropical Storm Conditions with Tropical Storm Force Winds (62-117 kph) will be expected along these bands.
OUTER RAINBANDS - its southwestern part affecting and spreading across Cagayan, Aurora and Isabela. Cloudy/Rainy Conditions with moderate to strong winds (<62 kph) will be expected along these bands (click here to know more about Rainbands).
24HR TOTAL RAINFALL ACCUMULATION - from 5 up to 200 mm (low to high rainfall) can be expected along areas affected by the outer & inner rainbands (see above)...with isolated amounts of 201 to 450 mm (high to very high) along areas near the center of Jelawat (Lawin) (click to open NOAA's eTRaP graphic).
COASTAL STORM SURGE FLOODING - possible 13-18 ft [4-5.5 m] above normal tide levels...accompanied by large and dangerous battering waves can be expected along the coastal, inland lakes and beach front areas of Northern Cagayan, Batanes, Eastern Taiwan, Yaeyama, and Ishigaki Jima today through Saturday. Extreme damage is likely on this type of storm surge. Danger from Rip Currents or Rip Tides can be expected along the rest of the beach-front areas of Eastern and Northern Luzon
